Poplatky za služby (or just 'služby') cover the building-level services that aren't your private electricity or gas. Typical components: hot water heating, water consumption, cleaning of common areas, elevator maintenance, garbage collection.
You pay an estimated monthly amount, then the building reconciles actual usage at the end of the year (vyúčtování) and either refunds you or charges the difference. For a 60 m² flat in Prague, expect 1,500 to 2,500 CZK monthly.
